WHO WE ARE
California's Welfare and Institutions Code Section
12301.3 requires that the Board of
Supervisors appoint an In-Home Supportive Service (IHSS) advisory committee. The Board
of Supervisors is also the Governing Board for the Public Authority.
The IHSS Advisory Committee is a State mandated and County of Yuba affiliated
committee which advises the Public Authority Governing Board regarding IHSS and Public Authority programs
that provide care for the elderly
and disabled population within Yuba County.
The IHSS Advisory Committee is composed of up to 11
appointees who serve a two-year term. To qualify for advisory committee
membership the candidate must be a Yuba County resident. Also, at least
50% of the appointees must be current or past consumers of
in-home personal assistance services and two
members must be past or present IHSS care providers. Other members are
lay or professional county residents or any concerned citizen of the county.

What we do
Serve in an advisory capacity regarding IHSS and
the Public Authority to the Board of Supervisors and the governing
body of the Public Authority, and any administrative body in the county
that is related to the delivery and administration of IHSS.

Notify the Public Authority Registry, Adult
Services Staff, and the Public Authority Governing Board when special types of
training for individual providers are needed or required. Special
training for providers includes, but is not limited to, feeding techniques,
lifting and reposition techniques both with and without medical
equipment and CPR.

Advocate for quality care and the special needs
of IHSS recipients as well as working conditions of the individual
IHSS care providers.

Provide quarterly reports to the Yuba County
Board of Supervisors.

Stay informed and educated on IHSS, personal
assistance services and Public Authority issues.

Provide recipient and provider input into IHSS
and Public Authority.

Participate in outreach, educational and
advocacy activities.

Provide a forum for recipients and providers of
personal assistance services,
advocates and other interested
parties to participate in Public Authority
policy and program development.

Review, advise and make recommendations to the
Governing Board on pending legislation that may impact IHSS,
personal assistance services, recipients, providers and or Public
Authority.

Provide input on collective-bargaining issues.
How we work
We have monthly meetings which are open to the
public. Our
meetings are approximately an hour long. We meet with members of the
Public Authority Registry, IHSS and APS program aids and staff members.

The term of service on the IHSS Advisory Committee shall be two years, but a
committee member may be reappointed to subsequent terms upon the written
request of the committee member and the approval of the Board of
Supervisors.
