There are numerous programs that make up the Public Assistance Division of Yuba County Health and Human Services Department (YCHHSD). Services provided by these programs can include monetary assistance, assistance with food, and medical coverage. Families or individuals in need of services must complete and submit an application. The Department's Public Assistance Eligibility staff reviews the application during a telephone, mail-in, or a face-to-face interview.

Health Care Reform (commonly known as Obama Care): Californians will be able to choose affordable, high-quality health insurance coverage offered through Covered California. Covered California is the marketplace that will connect Californians to accessible, high-quality health coverage that took effect January 2014. Covered California is a new, easy-to-use marketplace where you and your family may get financial assistance to make coverage more affordable and where you will be able to compare and choose health coverage that best fits your needs and budget. By law, your coverage can't be dropped or denied even if you have a pre-existing medical condition, or any illness or condition prior to obtaining insurance. Effective October 1, 2013, Yuba County Health and Human Services Department will operate a Covered California Call Center to assist you with your health coverage.


The County Medical Services Program (CMSP) is a program which provides for the medical and dental needs of medically indigent adults.  Yuba County is one of 34 counties in California which provides this service.


The CalFresh program, formerly known as Food Stamps and federally known as the Supplemental Nutrition Assistance Program (SNAP), provides income eligible households with an Electronic Benefit Transfer (EBT) card which enables individuals to provide a healthy diet for themselves and their family.


CalFresh is a federally funded program that helps income eligible people buy the food they need for good health.  For most households CalFresh benefits are only part of their food budget; they must spend some of their own cash along with their CalFresh benefits in order to buy enough food for a month.


Medi-Cal is California's Medicaid health care program, providing no-cost or low-cost health insurance for California residents with limited income and resources. Individuals may be automatically eligibile for Medi-Cal benefits if they receive cash assistance from SSI/SSP, CalWORKs, Foster Care or the Adoption Assistance Program. 


Medi-Cal Managed Care contracts for health care services through established networks of organized systems of care, which emphasize primary and preventative care.  Managed care plans are a cost-effective use of health care resources that improve health care access and assure quality care.


General Assistance is a loan/repayment program for individuals with pending SSI/SSP applications or for adults without resources or other means of support. Read the General Assistance Handbook Here (PDF)


C4Yourself is an online application that allows you to apply for CalWORKs, CalFresh and Medical benefits.  The C4Yourself website can be accessed from any computer that is connected to the Internet. This means that you can complete and submit your application in the privacy of your own home, a friend's home, at the library, at the kiosk in the County Office lobby, at a community center, or the coffee shop.  You can complete your application at any time of the day that is convenient for you.  This secure website will send your application directly to the county for processing.  Once you have applied online, you will automatically be given a "My C4Yourself" account on www.C4Yourself.com.  With this account, you can get the status of your application; pending, approved, denied.  Simply log onto the C4Yourself website at C4Yourself.com.


Already have a case? Get information by email, workers can send you messages to your C4Yourself account.  You can view any documents your worker has posted to your case instead of waiting for them to come in the mail.

Interactive Voice Response (IVR) System



Interactive Voice Response or IVR is a computerized phone system that enables a caller to make a selection from a voice menu.  The selection is made using touch phone keypad entries. 


Our Interactive Voice Response (IVR) is an automated information system that will allow you to access your account benefit information and will be used by your worker to send you a reminder message for upcoming appointments or for missing forms.

 You may:

·         Hear benefits information

·         Request a new IVR PIN or change an IVR PIN

·         Request forms

·         Hear office hours

·         Be transferred to a worker

Workers can:

·         Send appointment reminders to confirm or cancel an appointment

·         Notify you of missing documentation
