| 1. Is the Yuba
County Housing Choice Voucher Section 8 waitlist open? |
| Our waitlist is currently open and will remain open
indefinitely. |
| |
| 2. How will I know where I am on the waitlist? |
| You may call the Housing Authority and ask to speak with a
representative regarding your status. |
| |
| 3. Does Yuba County have preference points that will
help me get a voucher sooner? |
| Yuba County has a maximum of three (3) preference points
that will help you move up on the list. Our list is organized by
date, time and preference points which are listed below. |

One (1) point will be given
to a family that is:
* An Elderly Family
(head of household, spouse, or co-head is 62 years of
age or older); or,
* A family that contains any disabled
family member; or,
* A family whose head of household is a U.S. Veteran
(unless they received a dishonorable discharge); or,
* A family whose head of household is a surviving spouse of a
Veteran; or
* A family with children. |

One (1) Point will be given
to families who qualify for the
Residency Preference. To qualify for
the preference, the head of household, spouse, or
co-head must:
* Hold legal residence within YCHA's jurisdiction; or
* Work within HCHA's jurisdiction, or
* Have been hired to work within YCHA's jurisdiction. |

One (1) point will be given
to families who qualify for the Working
Preference. To qualify for this
preference, the head of household, spouse, or co-head
must meet one of the following criteria:
* Be currently working, and have worked a minimum of 20 hrs./week
for the last 3 months.
* Be currently enrolled as a full-time student in school or in a
qualified training program.
* Be currently working and have worked a minimum of 16 hrs./week
for the last 3 months AND be currently enrolled at least
part-time in school or in a qualified training program.**
* Be a family where the head of household is either elderly or
disabled (if there is no spouse or co-head).
° Example 1: Head of
household is elderly and the spouse is elderly.
The family would receive benefit of the working
preference.
° Example 2: The head of household is
disabled. The spouse is neither elderly nor
disabled. This family would not receive benefit of
the working preference. In order to receive such
preference, the spouse would need to meet the working or
school requirements as outlined above.
* Be a family where the head
of household or spouse is a U.S. Veteran (Unless they
received a dishonorable discharge).

| **The TCHA defines training program as "a
learning process with goals and objectives, generally having a
variety of components, and taking place in a series of sessions
over a period to time. It is designed to lead to a higher
level of proficiency, and it enhances the individual's ability
to obtain employment. It may have performance standards to
measure proficiency. Training may include, but is not
limited to: (1) classroom training in a specific occupational
skill, (2) on-the-job training with wages subsidized by the
program, or (3) basic education" [expired Notice PIH 98-2, p.
3]. |

| 4. Will I get my voucher sooner if my owner accepts
Section 8? |
| Applying for Section 8 and being placed on the waitlist does
not guarantee a voucher or that you will get a voucher sooner.
The receipt of a voucher is base on date, time and preference
points. |

| 5. After applying for Section 8,
may I begin looking
for a place to live? |
| The Housing Authority is unable to pay any rent on your
behalf until you have received a voucher and have executed
a Housing Assistance Payment Contract. |

| 6. How much will Section 8 pay when I get my voucher? |
| The tenant portion of the rent is approximately 30% of the
tenant's monthly income. The Housing Authority will pay the
balance up to the appropriate payment standard for your family
size. |

| 7. How many bedrooms is my family eligible for? |
Bedroom size is determine according to the family size. The
PHA will assign one bedroom for each two persons within the
household, except in the following circumstances:
* Persons of the opposite sex (other than spouses, and children
under age 5)
* Live-in aides will be allocated a separate bedroom.
* Single person families will be allocated one bedroom.
The
Yuba County Administrative Plan considers the living room as
a sleeping area. |

| Voucher Holder Questions: |
| |
| 1. May I take my voucher to another county or state?
|
| Yes, you may take your voucher to any jurisdiction that
offers Section 8. NOTE: If you DID NOT live in Yuba County at
the time of application you MUST move to and live in Yuba County
for the first year of assistance. Also, should you move to
another jurisdiction, you will be subject to the other
jurisdiction's voucher standards. |

| 2. How long is the voucher good for?
|
| You are given 60-days and the Housing Authority can grant an
additional 30-day extension if you show proof you have been
actively looking for a suitable unit. |

| 3. How long will it take to schedule an inspection
for my new unit? |
| That depends on the inspector's schedule, but the Housing
Authority tries to inspect within a couple of weeks upon
receiving the Request for Tenancy Approval. |

| 4. May I move into the unit before it is inspected? |
| You can move into the unit at anytime. However, if the unit
DOES NOT pass inspection, the Housing Authority has no
obligation to pay any portion of the rent until the contract/
lease is signed. |

| 5. The owner is asking for more rent than I have
been approved for, may I pay the difference? |
| This is illegal. The contract states that the owner will not
ask for any money above the contract rent and that the owner
must repay the tenant immediately for additional money paid. |

| 6. What do I have to report to the Housing
Authority? |
| Report any changes in the household composition (someone
moves in or out) OR you have any changes in income (additional
OR less) you MUST report it within 10 days of the change. |

| 7. May I move into a different unit in Yuba County? |
| Yes, but you must FIRST come to the office and pick up a
"Moving Packet". There is necessary paperwork
you and your current owner must complete in order for the
Housing Authority to issue a new voucher. |

| 8. What happens if I move out of the unit before I
notify the Housing Authority? |
| You have violated the family obligations of your voucher and
your assistance will be terminated. |
| |
| 9. What happens if I get evicted from a unit Section
8 is assisting? |
| You have violated the family obligations of your voucher and
your assistance will be terminated. |
| |
| 10. What do I do if I no longer need Section 8? |
| Submit a written notice to the Yuba County Housing Authority
with the date you want to terminate your assistance or submit a
withdrawal form. |

| Owner Information Questions |
| |
| 1. May I list my home for
rent with your agency? |
| No, the Yuba County Housing Authority is not a property
management agency. We suggest that you advertise the
property in the newspaper as "Section 8 OK" or list it with a
property management company. |

| 2. I've never had a Section 8
tenant. Are there any current owners I could talk to
regarding Section 8 and your agency? |
| Yes, please call the Yuba County Housing Authority office
(530-749-5460) for names and telephone numbers. |

| 3. Does Section 8 do a credit
check? |
| No, Section 8 only determines if the voucher holder is
income eligible to receive Section 8 assistance. It is the
owner's responsibility to screen the prospective tenant for
suitability (credit/criminal background check). |

| 4. Will Section 8 cover damages
caused by a Section 8 tenant? |
| No, the Yuba County Housing Authority is not responsible for
tenant caused damages. |

| 5. My Section 8 tenant owes for
past due rent. What are my options? |
| Per the Tenant/Landlord Rights Handbook listed below, you
can evict the tenant by serving the tenant with a 3-day pay or
quit notice and then serve them with a 30-day eviction notice.
The voucher, as well as the Tenancy Addendum that the tenant
signed, requires that the tenant keep their rent current. |

| 6. The tenant owes money for
utilities listed on the lease. What can I do?

| Serve them with notice with a deadline to pay the past due
bill. Not paying utilities they are responsible for is a
violation of the Family Obligations of their voucher. This
office will also send them a reminder to pay their bill
(with a deadline) and require them to provide the Yuba County
Housing Authority with a receipt that the outstanding amount has
been paid in full. |

| 7. How do I terminate the Section
8 contract? |
| California law requires that you give the tenant a 90-day
notice to terminate a government funded housing contract. |
| |
| 8. What paperwork do I need to
send to Section 8? |
| Anything you serve to the tenant must also be sent to the
Yuba County Housing Authority, 915 8th Street, Suite 130,
Marysville, CA 95991 (rent increase, eviction, late
utilities, etc.). |

| 9. What kind of notice do I need
to serve to raise the rent? |
| A 60-day notice to the tenant and the Yuba County Housing
Authority. The Yuba County Housing Authority will
determine if it is reasonable and recalculate the tenant/housing
authority rent portions. |
