2. Approve Substitution of Trustee and Deed of Reconveyance for property located at 4638 and 4680 Skyway Drive, Industrial Park No. 3 and authorize Chairman to execute same. (04-407)

B. Agricultural Commissioner

1. Adopt resolution designating 20 percent of funds received from Forest Reserve payment allocation to Title III Projects. (04-408)

C. Child Support Services

1. Authorize Budget Transfer in the amount of $64,000 from Account No. 107-2600-421-2800 (Special Departmental Expense) to Account No. 107-2600-421-0104 (Overtime) for overtime expense during transition to CASES Child Support System. (Law and Justice Commit

D. Clerk of the Board of Supervisors

1. Approve minutes of the special meeting of August 27 and regular meeting of September 7, 2004.

E. Clerk-Recorder/Elections

1. Adopt resolution authorizing Clerk Recorder/Registrar of Voters to execute Standard Agreement with Secretary of State for Help America Vote Act grant for an amount not to exceed $37,600. (04-410)

F. Community Development

1. Adopt resolution requesting designation of Linda and Olivehurst as Rural Communities eligible for funding from United States Department of Agriculture Rural Development. (04-411)

G. County Administrator

1. Approve Grand Jury response for Fiscal Year 2003/04 and authorize Chairman to execute same. (04-412)

2. Authorize County Administrator to execute letter giving Regional Waste Management Authority authorization to apply for Local Government Waste Tire Public Education and Amnesty grant for Fiscal Year 2004/05. (04-413)

H. Health and Human Services

1. Adopt resolution amending Resolution No. 2004-80 authorizing Agreement No. MS-0405-36 with State of California for Multipurpose Senior Services Program grant. (04-414)

I. Public Works

1. Adopt resolution approving Final Map for Tract No. 2003-12 Wheeler Ranch Phase 1 Large Lot and authorize Chairman to execute Subdivision Map Improvement Agreement. (04-415)

J. Risk Management/Personnel

1. Authorize catastrophic leave for Community Development employee. (04-416)

K. Sheriff-Coroner

1. Approve agreement between Beale Air Force Base 9th Reconnaissance Wing and County of Yuba for animal shelter services and authorize Chairman to execute same. (04-417)

2. Approve Memorandum of Understanding with Yuba County Office of Education to provide inmate vocational education programs and authorize Chairman to execute same. (04-418)

IV. SPECIAL PRESENTATION

V. PUBLIC COMMUNICATIONS: Any person may speak about any subject of concern, provided it is within the jurisdiction of the Board of Supervisors and is not already on today's agenda. The total amount of time allotted for receiving such public communication shall be limited to a total of 15 minutes and each individual or group will be limited to no more than 5 minutes. Prior to this time speakers must fill out a "Request to Speak" card and submit it to the Clerk of the Board of Supervisors. Note: No Board action can be taken on comments made under this heading.

VI. COUNTY DEPARTMENTS

A. Community Development

1. Adopt resolution initiating proceedings to establish a sphere of influence and form County Service Area No. 63 for road, drainage, and fire suppression system maintenance. (Land Use and Public Works Committee Recommends Approval) (04-419)

B. County Administrator

1. Adopt resolution approving amendment to the 1991 Franchise Agreement with Yuba Sutter Disposal Incorporated providing a 1.49 percent regional revenue increase. (Finance and Administration Committee Recommends Approval) (04-420)

C. Emergency Services

1. Consider concept and configuration of a mobile command/communications vehicle and authorize the Purchasing Agent to initiate acquisition of vehicle. (Protective Inspection Committee Recommends Approval) (04-421)

D. Public Works

1. Adopt resolution approving Final Map for Tract No. 2003-21 East Linda Estates and authorize Chairman to execute Subdivision Map Improvement Agreement. (04-422)
